Urban Street Premier League – T10 Rulebook

1. Player Eligibility & Composition

Each team must field 11 players, including a captain. Additionally, up to 4 substitute fielders may be nominated before the toss. These substitutes must match the zonal category of the player they replace. Every squad must include one player from each USPL zone—Mumbai, Lucknow, Bhopal, Delhi, Rajasthan, Kolkata, Gujarat and Pune respectively, and one U-19 player. This ensures regional representation and youth development. All nominated players must comply with USPL’s Anti-Doping, Anti-Corruption, and Equipment Codes. Suspended players cannot enter the playing area or act as substitutes but may remain in the dressing room if it’s outside the field boundary. This structure promotes inclusivity, discipline, and accountability.

2. Squad Structure & Lineup Rules

Each franchise maintains a 16-player squad. The playing XI must include zonal diversity and one U-19 player. Captains must declare a minimum of five bowlers (excluding the U-19 player) eligible for the 50-50 over challenge. Substitutions must respect zonal categories to maintain balance. This rule ensures tactical depth and fair competition. It also encourages strategic planning, as teams must balance youth, experience, and regional strengths. Captains play a pivotal role in lineup integrity and must ensure compliance with USPL standards.

3. Playing Gear & Equipment

Safety and standardization are key. Batters must wear guards and may use additional protective gear. Wicketkeepers are allowed gloves. Only wooden bats are permitted—plastic or fiber bats are strictly banned. This ensures consistency in bounce, stroke play, and safety. The use of standardized gear levels the playing field and reduces injury risks. Players must inspect their equipment before matches, and umpires may disallow gear that violates regulations. These rules preserve the spirit of tennis ball cricket while introducing professional safeguards.

4. Captaincy & Leadership Protocols

If a captain is unavailable, a deputy may act on their behalf. Only nominated players can assume captaincy duties after the toss. Captains are responsible for ensuring the game is played within the spirit of cricket and USPL rules. They must manage disputes, oversee field placements, and communicate with officials. Leadership integrity is crucial—captains must model discipline and sportsmanship. Deputies must be briefed thoroughly to maintain continuity. This rule ensures accountability and smooth match operations.

5. Boundaries & Field Dimensions

Boundaries must not exceed 60 yards from the batting crease. A 30-yard circle is drawn from each stump to regulate fielding restrictions. Sight screens must remain outside the field of play. These dimensions ensure fairness and consistency across venues. The boundary setup influences batting strategy and fielding placements. Ground staff must mark boundaries and circles accurately before each match. Umpires inspect the field to ensure compliance. This rule balances street cricket’s spontaneity with professional structure.

6. Umpires & Match Officials

Each match includes two on-field umpires, one third umpire, and one match referee. Officials must arrive two hours before the match. Umpires are selected from USPL’s certified panel and must act with impartiality. Teams cannot object to appointed officials. The third umpire serves as an emergency replacement and assists with reviews. Match referees oversee conduct and resolve disputes. This structure ensures transparency, consistency, and professionalism. Umpires must be familiar with all USPL rules and maintain clear communication with players.

7. Umpire Conduct & Changes

Umpires may only be replaced due to injury or exceptional circumstances. They must stand in positions that allow clear visibility without obstructing play. The bowler’s end umpire must avoid interfering with the bowler’s run-up or the striker’s view. The striker’s end umpire may switch sides with proper notification. These rules ensure optimal decision-making and minimize disruptions. Umpires must remain alert, impartial, and responsive throughout the match. Their positioning directly affects match flow and fairness.

8. Pitch & Ground Inspection

Before the toss, umpires inspect the pitch, creases, and boundary markings. They ensure wickets are properly pitched and field dimensions meet USPL standards. Any discrepancies must be corrected before play begins. This inspection safeguards match integrity and prevents disputes. Umpires also monitor ground conditions during play, especially in cases of weather or light interruptions. Their judgment determines whether play can safely continue. Accurate field setup is essential for fair competition and player safety.

9. Fair & Unfair Play

Umpires are the sole judges of fair and unfair play. They may intervene in cases of time-wasting, unsportsmanlike behavior, or rule violations. Players must respect umpire decisions and maintain the spirit of the game. Unfair tactics—such as deliberate distractions, obstruction, or deceptive actions—are penalized. Umpires may issue warnings, penalties, or suspensions. This rule reinforces discipline and respect. It ensures that matches are decided by skill, not manipulation. Players must uphold integrity at all times.

10. Fitness for Play

Umpires jointly decide if ground, weather, or light conditions are safe for play. Wet grass or ball alone does not justify suspension unless it poses a safety risk. Conditions are deemed dangerous if they hinder movement, stroke play, or running. Unreasonable conditions are those that prevent sensible play without risking safety. Umpires may delay or suspend matches based on these assessments. Their decisions prioritize player welfare and match fairness. Teams must respect these judgments without protest.
